Topic:  COVID-19, Sheltering-In-Place and Mobility Taxation

Description:  Did you know that the COVID-19 pandemic has ironically led to an unprecedented number of mobility taxation issues? Employees have been stuck in locations they do not normally work and cannot get back. Whereas other employees took advantage of remote working to work from out of state. And new hires who were supposed to move to a new location prior to starting employment have had to start work remotely from their current homes. These scenarios are occurring both domestically and globally creating payroll tax challenges for companies; not to mention the corporate tax, immigration, and HR concerns. This presentation will discuss the U.S. Federal and state payroll tax issues for domestic and global displaced employees and delayed relocations, including a discussion on how to approach the issues and formulate a policy with a focus on equity compensation. Marlene will also cover a few other tax issues created by the current situation including employee working from home reimbursements and postponed tax filing deadlines.

Marlene Zobayan is a partner at Rutlen Associates LLC. She has over twenty years of international tax and benefits experience including global equity plans, mobile employee taxation, global compensation and benefits. Her clients range from start-ups to Fortune 10 companies. She provides a range of services including global equity plan design, compliance reviews, assistance with local approvals and filings, communications, employer tax compliance advice and designing administrative processes; she is known for her expertise with mobile employee issues. 

Marlene has a Physics degree from Oxford University; she is a memeber of the U.K. Association of Tax Technicians, a US Enrolled Agent and a Certified Equity Professional. Prior to joining Rutlen Associates, Marlene was the pratice leader on the west coast for Deloitte Tax's Global Rewards group. In November 2009, she was awarded the Individual Achievement Award by the National Association of Stock Plan Professionals. 

Marlene is a regular speaker and author on global stock plan and rewards issues. A former Chair of the Advisory Board of the Certified Equity Professional Institute (CEPI) of Santa Clara University, Marlene is currently a member of the Curriculum Committee.
